Débora Melo Fernandes
IS A PUBLIC LAW ATTORNEY WITH EXPERIENCE IN SEVERAL AREAS OF ADMINISTRATIVE LAW.

Débora advises public and private clients in highly regulated sectors such as mobility, cities and telecoms, and in complex matters of public procurement and public contracts. She represents public and private entities in highly complex disputes.

Prior to joining Gama Glória, Débora was a senior associate at Sérvulo and an associate at Morais Leitão. She also served as a legal advisor to the Minister for the Administrative Modernization in 2015. She is a lecturer on public procurement, and the author of several scientific articles in her areas of expertise.

Débora holds a JD (University of Lisbon ’07) and a postgraduate course in Public Procurement (Catholic University ’09), and is a Master in Public Law candidate at the Catholic University.
