João has built his career at the intersection of public policy, private strategy, and institutional negotiation.
He spent the better part of a decade inside Portugal's public institutions, first advising on economic policy and coordinating key city projects in Lisbon, then serving as Chief of Staff to the Councilor for Culture and Economy and Innovation. Most recently, he served as Deputy Chief of Staff to the Minister of Economy and Territorial Cohesion, where he focused on unlocking private investment in nationally significant projects and managing the relationship between government and major companies operating in Portugal.
Before and alongside that public sector arc, João worked in government affairs, corporate communications, and SMEs internationalization support - including government affairs for a soft mobility startup at a very early stage of the sector in Portugal, even before any specific regulation existed for the activity. He brings this experience to bear on projects where strategy, access, and the ability to move between worlds make the difference.
He holds a law degree from NOVA School of Law (2005–2011), a Postgraduate Diploma in Political Science and International Relations from Universidade Católica Portuguesa (2014), and a CPD Certificate in Public Policy Analysis from the London School of Economics (2020).
